Letter to Congress and OCDC's Statement
about
Dr. Wang BingZhang's Life Sentence
Wei Jingsheng
February 10, 2003
Dear Honorable Congress Member,
One of the most well known Chinese democracy activists, who established the first overseas Chinese democracy organization in early 1980's, Dr. WANG Bingzhang, was illegally kidnapped into China last summer. He was sentenced for life on February 10, 2003.
Several points argue in favor of the release of Dr. Wang. A: No solid evidence to support all the accusations made against him. B: Dr. Wang did not enter China under his own direction; he was kidnapped.
C: According to the Chinese criminal law code, the Chinese court does not have jurisdiction over what Dr. Wang does outside of China. Due to his political asylum background in the US, the American government and the US courts should initiate legal proceedings over Dr. Wang from the Chinese courts. Otherwise, effectively, the human rights abusive laws of China have extended into the United States.
As a matter of fact, the Chinese government has strategically orchestrated a series of trials over American citizens and its permanent residents. These trials have seriously manufactured a fear within the Chinese circle in the United States. Resident Chinese are not able to be loyal to the US, nor to the moral value system of this country. Instead, they have to align with and be loyal to the Chinese Communist dictatorship to protect their interests and
safety. The case of W. H. Lee and similar cases are evidence that the Chinese Communists' state terrorism has reached the soil of the US.
I plea to you and your colleagues to urge the US government to take effective measures.
Sincerely Yours,
WEI, Jingsheng

Statement by Overseas Chinese Democracy Coalition:
Protesting the Life Sentence Dr. WANG Bingzhang Received in China
The Overseas Chinese Democracy Coalition and all the organizations under and associated with, hereby, strongly protest the illegal kidnapping and illegal sentencing of Dr. WANG BingZhang. On February 10, 2003, the Chinese government ruled Dr. WANG to serve a life sentence.
In early 1980, Dr. WANG established the first Chinese democracy organization overseas. He has been continuing his democracy ideology and activities ever since. In the summer of 2002, while Dr. WANG was traveling in northern Vietnam with legal documents, he was kidnapped by bandits. These bandits were directed by the Chinese government while instigated by the Vietnamese government. They transferred him into China and delivered him into the hands of the Chinese police.
During the interrogation period in Beijing, Dr. WANG refused the threats and persuasion of the Chinese officials. The Chinese Communists therefore sentenced him to life, with fabricated accusations. This is the longest sentence for a well-known political prisoner since WEI Jingsheng received 15 years in 1979. Once again, this is an indication that the policy of tolerance and appeasement that the international society and American government has adopted to the Chinese dictator government has permitted the Chinese human rights condition to go backwards.
In the 1980's, the Chinese government suspended Dr. WANG's passport and forbade him to enter China. His current legal status is a permanent resident of the United States. His parents and children are Canadian citizens. According to Chinese law, if he did not enter China and violated Chinese law there, the Chinese court does not
have legal jurisdiction over him. Instead, it should be the jurisdiction of the courts in the USA and Canada.
We appeal to the US government and the Canadian government to come forward for fairness and justice, to request the jurisdiction rights of the American courts and the Canadian courts over the case of Dr. WANG.
